W.P.(MD).No.16079/2020 on pension updation came up for hearing today  in Madurai High Court before Justice Mahadevan.*

The Addl. Solicitor General  appearing for the Central Govt.informs that if the IBA and the Unions agree for Pension Updation the Govt. will approve

But, the  Counsel appearing for Canara bank submitted that connected matter is coming up for hearing before Principal seat at Madras in the next week. The settlement is signed on today at 10 a.m. So, no interim order need be passed.

Hon'ble  Judge Admitted the writ and  ordered 2 weeks notice to file counter to all the respondents including AIBOC and the AIBEA.

एक रैंक- एक पेंशन, यह अच्छा लगता है:

वित्तमंत्री द्वारा विगत दिनों प्रेस को दिए  साक्षात्कार को बैंककर्मियों, जिनसे हमारा मतलब कार्यरत और सेवानिवृत्त बैंककर्मियों से है, को ध्यान से पढ़ना चाहिए और अपनी रणनीतियों और प्रयासों को तदनुसार तय करना चाहिए। उनके साक्षात्कार को व्यापक परिपेक्ष में लिया जाना चाहिए। उन्होंने स्टेट बैंक के चेयरमैन श्री खारा से कहा, 'हो या न हो वे सीधे तौर पर इसमें सामिल हों, लेकिन बैंकों के बड़े भाई होने के नाते, उन्हें बैंककर्मियों से जुड़े मुद्दों, उनकी पेंशन, पारिवारिक पेंशन, और उनकी पेंशन जो काफी समय पहले से सेवा निवृत्त हो चुके हैं, जिनकी पेंशन आजके अपनीं रैंक के पेंशनरों के बराबर नहीं है, के मामलों में उन्हे भारतीय बैंक्स संघ से बात करनी चाहिए।'

उपरोक्त कथन से साबित होता है (i) कि मुद्दों का मतलब बैंककर्मियों के पेंशन और पारिवारिक पेंशन, (ii) उनकी पेंशन जो वर्षों पहले सेवा निवृत्त हो चुके हैं और जिनकी पेंशन अपनी रैंक के वर्तमान पेंशनरों के बराबर नहीं है से उनका अभिप्राय एक रैंक-एक पेंशन से है। 

उन्होंने  अपनें बयान में यह केवल कहा ही नहीं, बल्कि इस बात को भी कहा, "मैने आईबीए से बात की है। बैंकिंग सचिव भी उनसे बात कर रहे हैं।"

उन्होंने अपनी इच्छा सार्वजनिक की, जिसमें अन्य बातों के अलावा, उन्होंने यह बात बिल्कुल साफ कहा, "मैं चाहती हूं कि बैंककर्मियों को उनका हक दिया जाए।' इसे व्यापक परिप्रेक्ष्य में लिया जाना चाहिए। हक का मतलब पेंशन, वेतन और सेवाशर्तों का हक है।

उन्होंने बहुत ही नपातुला तथ्यात्मक बयान दिया। वे कहतीं हैं, " बहुत से पेंशनर्स बहुत लंबे समय से प्रतीक्षा कर रहे हैं. कल हमने आईबीए के राजकिरन राय से बात की है। मैनें उनसे भी कहा है।"

इन घटनाक्रमों को एक क्रम से देखें। पहले उन्होंने खारा से अपनी इच्छा बताई, इसके बाद वित्त सचिव स्तर पर प्रयास शुरू होने की बात कही, अपनी इच्छा और इरादा सार्वजनिक किया और फिर राजकिरन राय से अपनी चिंताएं शेयर की।

राय को उन्होंने अपनी इच्छा बताई। 'हमें बैंककर्मियों को देखनें की जरूरत है, खासकर उनके परिवारों और रिटायर्ड कर्मचारियों की पेंशन को'।

उन्होंनें दबाव देकर कहा, "पेंशन, कर्मचारी कल्याण के मामले हैं जिस पर मैं निश्चित तौर पर चिन्तित हूं।" कल्याण से उनका मतलब था कि बैंकर्स मेडिकल सुविधा आदि सुनिश्चित करें।

प्रशासनिक स्तर पर न कोई नौकरशाह और न सार्वजनिक तौर पर कोई रूलिंग पार्टी का मंत्री,  इतिहास में कभी ऐसा कोई दमदार बयान नहीं दिया। यह प्रशंसनीय प्रगति है। यह बैंककर्मियों की कड़ी मिनहत और उनके शानदार योगदान, जो उन्होंने  सार्वजनिक बैंको में दी हैंं, की मान्यता है।

इस बात का सबसे बुरा पक्ष यह है कि यह बैंक यूनियनों को अच्छा नहीं लगा, जिन्होंने इसे बैंककर्मियों के हितों के संवर्धन में सहायक मानने के बजाय वित्तमंत्री के बयान को बुरा माना।

वास्तविकता में वित्तमंत्री का बयान, दूसरे शब्दों में आईबीए-यूनियनों के कुत्सित गठजोड़ की भर्षना करता है, जो हक न देने पर तुले हुए हैं, वह हक जो यदि पेंशन रिवाईज होती तो मिलता। माननीय वित्तमंत्री ने आर्थिक कठिनाई की कोई जिक्र नहीं किया, जिसकी बात बैंकर्स कहते रहते है।

Read carefully the interview of Hon'ble Finance Minister in recent past and esteem line their approach and strategies accordingly. Her statement must be read in wider context. It will be wrong to attribute it to this or that section of bank men. She told SBI Chairman Mr. Khara that he may or 'may not be directly involved into it, but as a big brother among all the bank's, he should be talking to IBA to short out issues related with the bank employees, their pension, family pension and pension to those who retired a long time ago, whose pension does not commensurate with the pension of equal rank'

From above it's clear that (i) issues means, issues related to bank employees pension & family pension, pension to those who retired long time ago, and (ii) whose pension doesn't commensurate with the pension of equal rank. It means, her view point is one rank- one pension.

She didn't just said it, but confirmed through her statement, " I am communicating with IBA. Secretary (Banking) is also working with them.”

It shows, when she went in press work had begun, in desired matters.

She made her wish list public which among other things stated categorically, '...I want Bank employees to be given their dues.' Read it in wider spectrum. Dues mean dues in pension, wages & service conditions.

She very specifically made a very categorical averment. She says, "A lot of pensioners are waiting for very long time. Yesterday I had meeting with Rajkiran Rai of 

IBA. I spoke to him too". 

Just read all these in sequence. First, making her wish clear to Mr. Khara, followed with action at finance secretary level, making her intent and intention clear once for all concerned then finally meeting Sri Raj Kiran Rai, who is Chairman of IBA.

To Mr. Rai, she tells her mind saying, 'we need bank employees to be attended too, particularly their families and pension of retired employees too'. 

She made stressful comments, 'Pension matter, staff welfare, these are the issues on which I am definitely 

concerned." Welfare, she meant, that Bankers should ensure to retirees, like medical insurance etc.

Neither any executive nor any Minister of ruling party, never in history made such bold statement even in administrative arena, forget in public. It's commendable development. It recognizes the hard work and landmark contributions that bank men have been making all these years under Public Sector Banking.

Most ugly facet of this development is that it doesn't go well down with Bank Unions, who instead taking it as moral booster, supportive and supplementary to bank men tasks, took it as adverse endeavor.

In fact her statement, in other words, ridiculed IBA- Unions nexus, who were bent upon to deny dues, which could have other wise become due, had pension been revised. Hon'ble FM didn't talk of financial difficulties, which Bankers
